CALL FOR PAPER : 10TH CONFERENCE ON ECONOMICS AND PUBLIC POLICY DEVELOPMENT (CEPAD10-2025)

 

Introduction

SIMAD UNIVERSITY calls for researchers to participate in the 10th  Economic and Public Policy Development (CEPAD10-2025) conference. The conference has long been a premier platform for presenting the research findings and new advances in economics and public policy in Somalia and the world. The conference was established to recognize that economic policy and administrative efficiencies are vital to governmental and social development. It is an annual event that brings together policymakers, economists, statisticians, researchers, industry experts, and thought leaders from the country and around the world. It serves as a platform for sharing knowledge, exchanging ideas, and discussing the latest trends and challenges in economics and public policy development.

The conference theme for this year is ” Oil Production and Geopolitical Dynamics in Somalia:A Double Edged Sword of Natural Resources”. As Somalia stands at a pivotal moment in its economic and political development, this year’s theme holds critical importance. The discovery and potential exploitation of oil reserves have placed the nation at a crossroads—offering a path toward economic transformation while simultaneously raising urgent questions about governance, equity, and stability.

The 10th Conference on Economics and Public Policy Development provides a timely and strategic platform to assess how oil production could shape Somalia’s future. It invites policymakers, scholars, and development partners to critically examine the dual nature of natural resource wealth: as a driver of national growth and as a potential trigger for geopolitical tension.

CEPAD10-2025 will invite three renowned keynote speakers who will further explore the aforementioned theme so that the audience will easily digest it.

The Objectives of the Conference

This conference aims to disseminate the findings of dozens of studies conducted by the scholars of  SIMAD UNIVERSITY and others in the country and overseas. SIMAD UNIVERSITY realizes that the actual academic objective is not merely attained in-class environment but is also in the line of contributing to society by researching issues that are aligned with the national transformatin plan of the country. This conference will serve the very objective of establishing a forum for research presentation and knowledge transfers.

Subject Areas of the Conference

The conference areas are economics, public policy, and public administration. It covers all these areas and is not limited to;

  • The economic implications of oil and gas production in Somalia
  • The geopolitical implicatins of oil and gas production in Somalia
  • Environmental Sustainability and Regulations
  • Geopolitics and Global Energy Markets implications of the labor market function
  • Public accountability and process transparency
  • Macroeconomic policies and their effects on economy
  • Determinants of the commodity price and price control policies
  • Centralization and local government policies in both rural and urban areas.
  • Public personnel behavior and public service delivery
  • Analyzing and examining the public policy effectiveness and its impact on economic agents.
  • Intergovernmental relations and issues of fiscal federalism and resource distribution.
  • Macroeconomic interventions and their ability to correct market-born inefficiencies.
  • Globalizations and global capital, goods, and service flow shape the single global market.

Paper Submission Guidelines

Papers submitted to this conference must be:

  • Abstract: The abstract should be no more than 300 words including introduction, methodology, results and key recommendations.
  • The submission is an original, unpublished work and not under consideration for publication elsewhere.
  • The similarity check should be less than 20%.
  • Original research papers or review papers will be considered for this conference.
  • Related to Somalia context and have a clear policy implications.
  • Explicitly cited through APA referencing style.
  • The submission is a single Microsoft Word file with a maximum length of 10 pages (A4 size, single space, Times New Roman, font size 12, one-column format), including tables, figures, and references.
  • Should be a 1-inch margin left, right, bottom, and top
  • The submission is written in English.

The Structure of the Papers

Title Page: Title of the article and Author(s) name(s)

Abstract: Purpose of the study, methodology, result and discussion, and conclusion.

Introduction: Background, problem statement, objectives, and the significance of the research.

Literature: Summary of the several previous works

Methodology: Theory, data, model, and the model tests

Results: Summary of the Main Findings

Conclusion: Summary and the Policy Implication

References: APA Style

 

Evaluation of the Papers

Papers submitted will be evaluated on the following:

  • The quality of the research and originality of findings;
  • Theoretical/empirical contribution of the paper
  • Clarity of policy recommendation;
  • Completeness of the research.

Conference Registration Fee

All attendees for CEPAD10-2025  must make timely registration. Each paper must be accompanied by at least one individual mandatory registration, and the registration fee must be paid by 11th -15th July 2025. Without a dedicated registration, the paper cannot be included in the proceedings. The registration rate is as following:
